applyOptions

Applies ParserOptions and optionally supplied previously attemptedParsers to get the actual string parser function that can parse String to T (or null if unsuccessful).

If the returned ParserFunction== SKIP_PARSER, the function will always return null for the current global parser options and given arguments and can thus be skipped.
